The City Council of the City of Lake City will meet on Monday, May 18, 2020 in Regular Session.  

Place:  Due to the COVID-19 social distancing requirements, the City of Lake City will hold the May 18, 2020 meeting via telephonic and video conferencing communications media technology.  

All attendees accessing the video feed and the phone call audio-only will be muted at all times except when invited by the Council to speak at specific times during the meeting.

The public may participate at the appropriate time via: (i) video conference by utilizing the software chat function and raise hand function to request to speak; or (2) telephonically when the chair requests public comment.  The Chair will allow for sufficient time for all participants to be heard.    Audio-only callers will hear a beep on the phone when the chair un-mutes the audience phone line for public comment.

Citizens are encouraged to participate in City of Lake City meetings. The City of Lake City encourages civility in public discourse and requests that speakers direct their comments to the Chair. Those attendees wishing to share a document and or comments in writing for inclusion into the public record must email the item to submissions@lcfla.com no later than noon on the day of the meeting.  Citizens may also provide input to individual council members via phone calls, letters and e-mail that will become public record.

7.         APPROVAL OF CONSENT AGENDA

Approve request for the Police Department to apply for the Coronavirus Emergency Supplemental Funding Program Solicitation FY2020 Formula Grant Solicitation in the amount of $43,455.00. The funds will be used toward the purchase of a Motorola Bi-directional Antenna (BDA) for use for Public Safety Communication Officers to dispatch police and fire through enhanced radio system capabilities.

9.         NEW BUSINESS 

ORDINANCES:

Ordinance No. 2020-2151, (first reading) if adopted, will amend Chapter 6 of the Code of the City of Lake City, Florida, titled “Alcoholic Beverages” by amending Section 6-1, titled “Definitions”; and amending Section 6-8, titled “Possession, Consumption of Alcoholic Beverages on Streets, Sidewalks, Parks and Other Public Places - Prohibited”; and amending Section 6-9 titled “Same – Waiver for Special Events”; providing for severability; providing for conflict; providing for codification; and providing for an effective date.

Adopt Ordinance No. 2020-2151 (first reading)

RESOLUTIONS:

City Council Resolution No. 2020-046, if adopted, will authorize the execution of an Amendment to the State Highway Lighting, Maintenance, and Compensation Agreement with the State of Florida, Department of Transportation, amending the annual compensation the City will receive from the State of Florida to $153,681.21.

City Council Resolution No. 2020-047, if adopted, will ratify the Mayor’s extension of the State of Emergency arising from the COVID-19 Public Health Emergency.

City Council Resolution No. 2020-048, if adopted, will authorize the execution of a Grant Agreement and the acceptance of a grant from the Federal Aviation Administration, for and on behalf of the United States, for one hundred percent (100%) of allowable costs associated with the Lake City Gateway Airport Improvement Program, not to exceed sixty-nine thousand dollars ($69,000.00).

City Council Resolution No. 2020-049, if adopted, will authorize the termination of the Grant Agreement between the City of Lake City and the State of Florida, Department of Transportation, for costs associated with the development of an Airport Master Plan and Airport Layout Plan at the Lake City Airport.

City Council Resolution No. 2020-050,if adopted, will accept the bid (Bid No. ITB-017-2020) from H & H Liquid Sludge Disposal, Inc., for the collection, transportation and disposal of wastewater sludge at a rate of $33.75 per wet ton, and authorizes the City to execute an agreement with the provider.

City Council Resolution No. 2020-051, if adopted, will authorize Task Assignment Number Ten to the continuing contract with Environmental Consulting & Technology, Inc., a Delaware Corporation, for Phase Two Environmental Site Assessments on twelve parcels of real property associated with the City’s Interlocal Agreement with the Lake Shore Hospital Authority.

10.       DEPARTMENTAL ADMINISTRATION        

Consider request for the Growth Management Department to reclassify the existing position of Community Development Administrator (WG 15 - $41,846.84 - $67,151.89) to Planning Technician Position (WG 10 – ($31,573.62 - $50,666.39) (Joe Helfenberger)
Consider request for the IT Department to reclassify the existing position of IT Systems Specialist (Grade 12 - $34,806.88 - $55,859.64) to

IT Systems Administrator Position (Grade 15 - $41,846.84 - $67,151.89) and approval to reallocate additional funds in the amount of $5,447.00 to fund this new position for the remainder of this budget year. (Joe Helfenberger)
