Citizens are encouraged to participate in City of Lake City meetings. The City of Lake City encourages civility in public discourse and requests that speakers direct their comments to the Chair. Signs or Props are not permitted in the meeting room. Citizens are encouraged to provide comments in writing to the City Clerk before meetings or during meetings for inclusion into the public record. Citizens may also provide input to individual council members via office visits, phone calls, letters and e-mail that will become public record.
7. APPROVAL OF CONSENT AGENDA
A. Permit application from Rotary Club of Lake City to hold the Christmas Parade on Saturday, December 14, 2019, from 5:00 p.m. until 9:00 p.m. The parade will start at 6:00 p.m. All supporting documents including certificate of insurance have been provided. In case of inclement weather, the parade will be on Monday, December 16, 2019.
B. Permit application from Blue Grey Army, Inc. to hold the Olustee Battle Festival and Parade starting with the set up on Thursday, February 13, 2019. The festival will be held on Friday, February 14 through Saturday, February 15, 2019 The parade will start at 10:00 a.m. on Saturday, February 15, 2019. All supporting documents with the exception of a certificate of insurance (current expires 12/1/19) have been provided. Final approval is contingent upon the City receiving a certificate of renewal before the event.

A. ORDINANCES:

1. Ordinance No. 2019-2126 (final reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 3 South, Range 17 East, Columbia County, Florida, off of 441 North and I10. The area to be annexed consists of 2.98 acres, more or less and is owned by the Board of County Commissioners of Columbia County, Florida.

2. Ordinance No. 2019-2127 (final reading), if adopted, provides for the voluntary annexation of a parcel of land contiguous to the boundaries of the City of Lake City, Florida. The area to be annexed is located in Section 7, Township 4 South, Range 17 East, Columbia County, Florida, off of 47 South. The area to be annexed consists of 1.10 acres, more or less and is owned by St. Johns, LLC.

A. ORDINANCES:
1. Ordinance No. 2019-2132, (first reading) if adopted will amend and restate Sections 22-4 of Article I of Chapter 22 of the City Code relating to Buildings and Building Regulations as created by City Ordinance No. 2017-2094, as amended; providing for a Revised Building Construction and Permit Fee Schedule providing for the incorporation of fees for minimum building permit fees; providing for building permit fees for $100,001.00 and above fee category; providing for permit fees for the service installation for electrical systems; providing for permit fees for low voltage alarm system; providing for permit fees for residential plan review; providing for repeal of all ordinances in conflict with this ordinance; providing for severability; providing for codification; and providing an effective date.

B. RESOLUTIONS:
1. City Council Resolution No. 2019-119, if adopted, will authorize the execution of Supplemental Agreement Number One to the State Funded Grant Agreement Numbered G1344 with the State of Florida, Department of Transportation, for the resurfacing of Southwest McFarlane Avenue.
2. City Council Resolution No. 2019-120, if adopted, will authorize the City to enter into Change Order Number Four to the contract between the City and Curt’s Construction, Inc., relating to improvements to Wilson Park, for the reduction of the final contract amount equal to $54,965.98 due to errors in quantities, for the construction on the concrete curb and sidewalk for Wilson Park.
3. City Council Resolution No. 2019-121, if adopted, will authorize the City to enter into Change Order Number Two to the contract between the City and Anderson Columbia Co., Inc., relating to the Runway 10/28 Rehabilitation Project, to add new LED Taxiway Edge Lights to the Runway 28 turn around area, for an additional payment not-to-exceed $43,135.00.
4. City Council Resolution No. 2019-124, if adopted, will authorize the City to enter into Change Order Number Two to the contract between the City and Sawcross, Inc., related to the sludge pumping system at the Saint Margaret’s Wastewater Treatment Facility, increasing the cost by $59,064.00, and extending the days for both substantial completion and final completion by one hundred and twenty-two days (122) days, and accepting the proposal of Mittauer and Associates, Inc., the engineering company sub-contracted by the City’s Consulting Engineer, Enviromental Consulting & Technology, Inc., to pay the increase.
5. City Council Resolution No. 2019-125, if adopted, will approve and accept the final replat for a parcel of property filed by Alexander Khomich, Parcel No. 00-00-00-13363-000 (“Khomich’s Corner”) within the City of Lake City, Florida; providing for conflicts; providing for severability; providing an effective date.
6. City Council Resolution No. 2019-126, if adopted, will authorize the City to enter into a LED Lighting Agreement with Florida Power and Light for the installation of LED lighting fixtures, poles, and related at Wilson Park.
