The City Council of the City of Lake City will meet on Monday, June 1, 2020 in Regular Session.  

Place:  Due to the COVID-19 social distancing requirements, the City of Lake City will hold the June 1, 2020 meeting via telephonic and video conferencing communications media technology.  

All attendees accessing the video feed and the phone call audio-only will be muted at all times except when invited by the Council to speak at specific times during the meeting.

The public may participate at the appropriate time via: (i) video conference by utilizing the software chat function and raise hand function to request to speak; or (2) telephonically when the chair requests public comment.  The Chair will allow for sufficient time for all participants to be heard.    Audio-only callers will hear a beep on the phone when the chair un-mutes the audience phone line for public comment.

1. Ordinance No. 2020-2143 (final reading), if adopted, relates to the rezoning of less than ten contiguous acres of land from Commercial, General (CG) to Commercial, Intensive (CI) of certain lands within the corporate limits of the City of Lake City, Florida. This property is owned by Jeffrey L. Ganskop and Linda J. Ganskop and is located off US 90 West on Ridgewood Avenue.

2. Ordinance No. 2020-2144 (final reading), if adopted, will amend the City Code to add a new section Number 86-110.15 to Article III, Chapter 86, which provides for the permanent closing of all of that portion of NW Albright Place, lying north of Lots 12,13, and 14 of Block “A” and south of Lots 1 and 6 of Block “F”, all of said lots being located in the Thompson Subdivision as recorded on a plat thereof and recorded in Plat Book 2, Page 23, of the public records of Columbia County, Florida; finding that the closing of the platted roadway will not adversely affect the public health, safety, or welfare; finding that it is in the best interest of the City and for the general welfare of its citizens to close the roadway; providing for the repeal of conflicting ordinances; providing for severability; providing for inclusion into the City Code; and providing an effective date.

3. Ordinance No. 2020-2148 (final reading), if adopted, will provide that water and sewer impact fees be waived and suspended for period of six (6) months as an inducement for economic development; requiring any applicant seeking to take advantage of the Development Incentive to apply for and acquire a building permit and commence construction of the development prior to the expiration of the Development Period; providing for severability; providing for conflicts; and providing an effective date.

4. Ordinance No. 2020-2149 (final reading), if adopted, provides for amendments to Article IV of Chapter 102 of the City of Lake City Code of Ordinances to implement the United States Environmental Protection Agency’s Dental Office Point Source Category Rule and Pharmaceutical Hazardous Waste Rule; amending Section 102-106 to add additional definitions; amending Section 102-114 to add additional prohibitions; creating a new Section, 102-120, to implement the Dental Office Point Source Category Rule; providing for severability; providing for conflicts; providing for codification; and providing an effective date.

9. NEW BUSINESS

1. Ordinance No. 2020-2147, (first reading), if adopted, will amend the Land Development Regulations of the City of Lake City, Florida by amending the Zoning Regulations applicable to Commercial, Central Business Districts; providing for the use of City right-of-ways by public food service establishments for the service of food and beverages; providing for severability; providing for conflicts; providing for codification; and providing an effective date.

B. Discussion and Possible Action:   Consider establishing a dog park using City owned property, located across the street from the St. Margaret’s Wastewater Treatment Facility, with funding from donations.  This is a recommendation from the CRA Advisory Committee Meeting on May 19, 2020.
